According to the notes in the Penguin anthology 'Worlds', it's about Louis MacNiece.

That's interesting. I've got the poem in a Causley collection, I had no idea it was about MacNeice. I wonder if the 'parson boomed' line is referencing MacNeice's father making the 'walls resound'.
